EDUCATION SCENERIO OF THE DRISTRICT AT A GLANCE
A 1.
1.
In the census report of 2001. Dhubri district is placed at the bottom
of the list so far literacy rate of the people of the district is concerned
. The literacy rate of the people of Dhubri district is shown to be 48.2
%,which is the lowest among the district of Assam .the male literacy is
55.91 % and the female literacy is 40.04 % .the reason of backwardness
in education may be enumerated as following :
1)
General economic backwardness of the people :
Though primary education is made free, poor families do not send their
children in some income earning works which can supplement to the total
earning of the family.
2)
Less Motivational Campaigns :
There is the need of change in the general mind -set of the common people
from indifferent attitude towards education to pro-education attitude.
This requires intensive motivation campaign.
3)
Communication Difficulty including Natural Barrier :
In rural areas a school generally caters to several nearby habitations.
When there is communication difficulty or some natural barrier likes a
rivers, hillock or a forest between to habitations, enrolments become
poor and attendance in the school gradually diminishes.
4)
Less nos. of school compared to nos of learners :
No . of school s do not increased with the increase of child populations.
There is always a big gap between nos. of child population and nose .
Of school as per established of excepted norms .these leads to over -crowdedness
in school s which ultimately result in degradation of quality education.
5)
High PTR/less Nos of teacher/MG position :
With increase in enrolment ,PTR(People Teacher Ratio) goes higher as nos
of teacher are not increased Correspondingly . Again due to non-replacement
of teacher a MG (mother Group) situation takes place in a school. The
MG situation is more detrimental to education than a high PTR situation

Non-Creation of new posts: proportionate to increase in Enrolment:
With increase in enrollment, section in classes have to be made, if not
for high PTR, but for insufficiency of sitting space in a class room.
This requires additional Teacher, but creation of new post has beens topped
by the Govt. long since.
7)
None appointment of teacher in vacant posts (arising out of transfer
or retirement of teacher(s) :
When a teacher is transferred or retire, his/her post remain vacant for
long time for different reasons. A rationalization policy, if adopted
timely is only a temporary solution.

A.1.3.
Venture ( unrecognized) and Private School :
Existence of some unnerved village / habitations is a real fact which
is true in all districts of Assam. In Dhubri district, however, the nos
unserved
habitations, remote and difficult areas is comparatively higher then other
districts of Assam bearing the two hill districts. The number of unserved
habitation in Dhubri districts, as per survey conducted recently, is 1198
nos.
People of
such enserved habitation, some times even the people of some served habitation,
start some schools as there was the need of such schools in those areas.
Some schools get reorganization from the Education Department after some
time while some others have to wait for some indefinite time to get the
reorganization.
Secondly
some private schools like Sankerdev Sishu Niketen, Rasharaj Jatiya Vidyalaya
Some English Medium School etc. are also growing up both urban and rural
areas. These schools, too. cater to the needs of a section of a section
to the child population of the district.
It is not
immediately known how many school under these two categories are there
in Dhubri district as no survey has been conducted so far to
find out the same. But there is no denying the fact that these schools
also

A.1.4. School
Management System :
A redicale change in school management system has been brought from the
Time of DPEP in the district. At the grass root level village/word/Tea
Garden
Education Committee were formed with specific objectives like development
of schools under the VEC/WEC/TGEC, preparation of VER, undertaking of
Enrolment drive, regularization of irregular students, keeping watch of
school
Attendance including that of the teacher(s) etc. The VEC are given Rs
2000.00 per year for infrastructural development of the schools each and
they are to look after the proper use of the fund. They are also to keep
on eye on Proper selection and engagement of SKs and SSs from time to
time.
School
management committee is the second institution in the management system.
Formed of guardians of the students and a doner member, if there is any,
this cokkittee looks after the educational environment
of the school, its development and also engage SKs and SSs per produre.
The SHC is given Rs 5000.00 per year for minor repairing and contingency
purpose.
At the
time of DPEP there was no Gaon Panchayats. But GPs were formed on late
and to involve the persons of the GPs GPEC s were formed since. Among
the duties of this committee are supervising the works of the VECs and
SMCs, making school wise developments plants, looking after the proper
utilization of Rs 2000.00 and Rs 5000.00 to the concerned VEC and SMC
respectively etc.
All these
committees ensure people's participation in the management of school.
Above them all are the departmental officers including persons from the
DPEP/SSA who keep the bridle in their hand as the controlling and administrative
boss.
A.1.5.
Quality Development :
There are two institutions- the Block academic core group (BACGO at block
level and the District Academic core group (DACGO) at district level,
to supervise, monitor, look after class room transaction and help empower
the the teachers in TLM preparation and class room transaction through
practical demonstration. They also find out field level problem and issues
and solve them either on the spot of after discussion of block/district
level meetings as the case may be .
A.1.6. Special
organisational Interventions under S.S.A.(1)
Block Vigilence committee and (2)
District working group :
These two
bodies are advisory bodies in nature. The Block vigilance committee is
to settle grievances received from different quarters at block level while
the district working group is to frame guidelines for proper implementation
of different programmes.
Formation of Block Vigilance Committee :
This committee
is formed of 6
to 9members
representation A.P.s under the Block, normally by the presidents of the
A.P. s with the Local M.L.A. on the Chair.

Enrolment
B.1
The Enrolment Scenario :
Till a few years back, the district of Dhubri. Some of the reasons of
non-enrolment have already been mentioned in A.I.I. The conditio0n did
not change much even after primary education made compulsory. There had
been on abrupt rise in enrolment in 1995-96 with the introduction of Mid-day-Meal
Scheme. The enrolment again come down after a couple of years the Mid-day-Meal
Scheme was kept in abeyance.
The whole scenario, however, started changing and enrolment started picking
up with, first, DPEP interventions and then S.S.A. interventions. These
interventions include :
(i) Ensuring peoples' participation in School management by involving
VEC/SMC/MG/GPEC and Local NGO in School related activates including annual
Enrolment Drive.
(ii) Creation of awareness among the guardians through meets with
VEC?SMC?MG and teachers .These meets bring a perceptible change in the
mind-set of the parents .
(iii) Opening of EGS in unserved areas.
(iv) Mainstreaming through LTBC/STBC.
(v) Regular supply of Free Text Book.
(vi) Abolition of admission/tution/examination Fee.
(vii) Facilities provided to disabled children through IED Scheme.
(viii) Most importantly, resumption if Mid-day-meal Scheme.

C. A brief note on S.S.A
C.1.
A
short account till data :
DPEP was replaced by SSA in Dhubri district on 1-7-2002. The charge over
did hamper in no way additional thrust in those Schemes with addition
of several other new ones. Of course some reformer had been done in the
administrative set-up aiming letter channelization and tagging up departmental
officers of th local education department.
C.2.
Schemes under S.S.A : forwards U.E.E.
(i)Bridge Courses :This Scheme is meant for children of 7-10 years
age group, who either left school as drop-out or are never enrolled. Provision
is made for very short(i.e 45 days duration),short (i.e.90 days duration)
and long (i.e 6bmonths or more ) term Bridge Course as need of the learners
.After evaluation at the end of the course ,eligible learners are being
mainstreamed . In the meantime 31404 and12320 Nos. of learners were mainstreamed
in provincialzed School through short terms bridge course and Long terms
Bridge course respectively.
(ii)Remedial
Teaching : Through this scheme slow learners I the clases are given
special teaching at leisure period or in holidays to bring their standard
up to the level of other normal or fast learners.
(iii)Education
Guaranteed Scheme(EGS) : This is a scheme designed for unserved ,remote
and difficult areas where no formal/recognised, school within a radius
of 1.5 K.m is there.A study centre called "Ammar Padashli" is
opened in the school village/habitation or a cluster of 2/3habitation
where a minimum of 25 learners are available. A teacher(volunteer) called
Siksha Mitra is engage by the local VEC against a monthly honorarium of
Rs,1000.00 with all the responsible of collecting and evaluation the learners,
teaching them regularly and after evaluation admitting the eligible learners
in formal schools. The fund is provided by the S.S.A.
(iv) Residential Bridge Course (RBC) :
This is Scheme for the deprived children including working children and
children of migrating families. In this Scheme children under the said
categories are kept in a residential school for one year during which
they are given education appropriate to there
standard and then they are mainstreamed in formal school in the next session
. In such schools teachers called Siksha Sarathi are engaged at 1:20 ratio
of learners besides a caretaker who are given Rs. 1500.00 per month each.
One cook and two helpers are engaged @ Rs1200.00/-per month besides a
Chowkider-cum -mali at a monthly remuneration of Rs.800.00 P.M.
A Present one RBC is running at Halakura since July. 2003 while another
RBC will be opened at Baladmara (Fskirganj ) very soon. Moreover sponsored
by the S.S.A.,Mehila Samata of Dhubri is running a Girls R.B.C. at Raniganj,
Head Quarter of Bilasipara Dev. Block Since November, 2003.
(v) Integrated Education fer Disabled Childre (IED) :
Aim of this scheme is to provide special facilities to different types
of disabled children with special care by trained educational workers
so that the disabled children can prosecute their studies along with other
children under the same roof. For the a consultant is being engaged in
each district for conducting survey and identifying disabled children
in the district, categorsing the disabilities, training educational workers
and implementing the scheme.
In Dhubri district 1184 disabled children are identified in 21 educational
clusters out of which 623 are already admitted to formal schools. Among
them 55 orthopaedically handicapped children are being provided with necessary
aid materials.
C.5.
Scheme under S.S.A. towards quality development :
(i) Quarterly evelutaion system:- It is a kind of progressive evaluation
of the students every 3 months to find out progress of the learners. Special
care through remedial teaching is taken by the teacher in the case of
weak learners after every quarterly evaluation. The quarterly progress
reports of the students are also sent to the guardians so that the latter
can take care of their wards at home.
C.4. Schemes
under SSA: towards Infrastructural Development : The primary need
of Dhubri district is the development of school infrastructure which includes
construction of (i) new school buildings,(ii) additional class room (s),
(iii) toilet and repair both major minor of damaged and dilapidated school
building and installation of drinking water facilities. The normal sources
(schemes) of the Govt. are not enough to meet these demands. So, DPEP
i8n the past and SSA at present have come forward with their scheme of
Civil construction. Under this scheme, during the DPEP period, the following
constructions were done:
(a) Construction of new building 224 Nos.
(b) Construction of Addle.Class room 25 Nos.
(c) Construction of Toilet 123 Nos.
(d) Repairing & renovation 92 Nos.

Moreover,
every school having primary and elementary classes is being given annual
infrastructure dev. Fund and fund for minor repair, about which mention
has made earlier.
D. Departmental
(Education) Scheme.
For the improvement of school infrastructure and also for improvement
of quality of education, the education Department of the state Govt, are
implementing a few schemes. These scheme include :-

Scheme :
This scheme is run by fund received from the local MLA and MRS. The fund
is general utilized for construction of school building and toilet. The
works done under this scheme are as following :

Free text book scheme.
This scheme is now running by SSA on behalf of the stat Govt .

Scheme :
A limited fund is being released under this schema for construction of
school building, proourement/ making of TLM, school furniture and appointment
of stipendiary teachers.
D.4.
Fund under 10th finance Commission :
This., too, is a limited fund sanctioned for installation of drinking,
water facilities.
The beneficiating schools are selected by the department in consultation
with the local MLAs. Fund under this scheme was received till 1998-99
after which no fund was received . Total work done under this scheme were

Mid -day - Meal Scheme:
Under this science student unto class IV of LP School are being given
3 KG
rice each per month. This scheme hales increase enrolement and retention
in the schools.

Scholarship to students :
a) Spiecial schlolarship Rs 300/
- per year per student selected SC/ ST students each is being given as
incentive.
b)
Similarly Attendance scholarship Rs 100/-
per year per student belonging to SC/ST category is also being giving.
In both these cases selection of beneficiaries is mind by the state Govt.
selection body mention may be made that the SSA is also starting giving
incentive certificate to student attending 30% or more days of school
working days.
E. ka- srenit intervention: a special progromme.
In Assam lower primary education is or 4 years duration,i.e. from class
I to iv; but in other states it is of 5years duration, i.e. from class
I, to v. to keep parity with these state Education department of Assam
added one more year in the primary level by advancing the age of addmition
from 5years to 4years this pre -primary year is named as ka- sreni. This
is practically a year where the student are giving a school - preparedness
package so that nest year in class-I, the kide of ka- sreni do not feel
fish out of water. Formerly children coming from early child care and
education of the anganwadi centers were admitted directly in class-I of
primary school; but now they are admitted in ka- sreni only.
